The Rundown: Villains meet in secret as Terrific embraces his new powers.

On the deep space planet of Dronnda, the heroes have defeated Despero but their battle has attracted the attention of Kanjar Ro and a group of scavengers who want the powers of the justice league for themselves. As they attack, the League members are overtaken until Mr. Terrific emerges with the collected powers inside him to bring down their enemies and restore his friends.

In the ruins of the Hall of Doom, Giganta calls villains who participated in the Omega Tournament to find a way to prove they can be helpful to the League, but they are being watched by Atom and other heroes. When Luthor arrives to break up the meeting, Batman and a small team arrive as well to stop the villains as a misunderstanding threatens to end the amnesty initiative before it can really begin.

The Story: Waid crafts a tense, entertaining and action packed story in this issue. I like how the both sides of the story are filled with tension. The Terrific storyline has great action throughout as well as tension with Holt seemingly embracing his new powers. The villain story has great intrigue throughout with the secret group of heroes convinced something is wrong with the others and the tension between Batman and Luthor boiling over.

The Art: Mora seems to be having great fun using all the toys in the DC toybox and that is coming through in the art. I love the expressive characters as well as the beautifully detailed fights and action.
