The Rundown: The heroes of the Justice League continue to clash with the villains they are trying to reform.

At the Watchtower, Batman opens a communication channel to everyone in the League and tells them that they have created a new initiative in the wake of the last battle against Darkseid. An initiative that will allow former villains to work with members of the Justice League as members of a new amnesty program.
There are definitely some issues with incorporating villains like Weather Wizard, Giganta and Lex Luthor onto teams with other League members, but the villains manage to hold their own and begin learning to save lives instead of risk them while also showcasing their own ways of solving problems. Unfortunately, the implementation of this new initiative will attract some villains who have no intention of following its rules.
The Story: Waid crafts an interesting and entertaining story with a concept that definitely grabbed my attention. I really enjoy the tension throughout this story as well as keeping Batman and Wonder Woman out of the main narrative to allow the other members of the League to encounter and deal with the villains on their roster in their own ways. I look forward to seeing how this arc plays out.
The Art: Henry creates some great art throughout the issue. I really enjoyed the visuals and the details in the action.
