The Rundown: Gotham City prepares for a new facility to rehabilitate the worst of the worst and Batman will need someone on the inside.

Ana Vulsion has been released from custody and causes mayhem at a condo. Spoiler moves in to take her down and Batman arrives to help. After leaving the scene, Barbara and Batwoman discuss how Vulsion managed to get out after confessing to murder and where she might end up after her latest rampage. At the same time, Huntress continues to deal with her visions of violent crimes and takes off to stop them. The mayor meets with Dr. Chase Meridian who he wants to run the new Arkham Tower that is being built in the middle of the city.

Nakano deals with some issues at home with his family while Kate meets with a contact who is investigating the tower project itself and the people being brought in to run it. As Huntress continues to deal with her new circumstances, Batman meets with someone that could serve as his eyes and ears inside the new Tower as he prepares to leave Gotham for personal reasons.

The Story: Tamaki does a great job of bringing many of the Fear State stories into perspective concerning the future of both Gotham and Batman’s presence within it. The story is paced brilliantly and is engaging both in its characters and plotting. I like the twists the story takes and I cannot wait to see what happens next.

The Art: Dan Mora delivers some breathtakingly beautiful art throughout the issue. The characters are dynamic and stunning to look at and the panels capture the imagination. I also really enjoyed the cameo from another story Mora does the art for.
