Xavier meets with Magneto and Moira in order to begin the next phase of their plan. That plan is to tell the world about the cures for diseases that have been developed by mutants and how those cures will be disseminated to the rest of the world. Unfortunately, this Xavier is not offering these cures in the spirit of generosity. There will be a cost and that cost will include the recognition of Krakoa as a sovereign state.

After delivering his message to the world, the next order of business for the new country will be the creation of a rule of law and those new laws will have their first in the form of punishing one of their own for breaking them.

The Story: Jonathan Hickman finds a way of making the seemingly mundane into an event. Building a nation has never been so interesting and exciting. All of the growing pains that a new nation goes through are interesting to see in this circumstance. The dialogue is fantastic and the pace of this story is awesome. It builds to moments of hope and possibility while laying the groundwork for both internal and external conflict that will produce great drama to come.

The Art: Pepe Larraz makes every character look amazing. All of the character expressions are spot on and the details throughout the issue are breathtaking.
