Hughie and Annie continue to enjoy their time away living in Scotland, but Annie misses knowing what’s going on in the world of superheroes. Hughie lets her in on what the CIA has been doing to keep them in line and it disturbing.

At the same time, Billy is enjoying his life with Becky and seeing how time with her has changed his attitude. Unfortunately, his peace won’t last for long when the team discovers the net part pf Vought’s plans and how they connect to a disaster the company has been covering up.

The Story: This issue has a slower pace than the first two and that is both good and bad. The good is that we get to see Hughie and Annie deal with their personal lives as well as Billy finding some level of peace in his. The bad is that the rest of the story feels flat. It never really moves forward until the end and I expected something more engaging from the Boys’ investigation. The plot was bogged down by too much exposition and everything that was being talked about I would have rather seen.

The Art: Russ Braun does some great work with the art and visually there is a lot there to like. Unfortunately, beyond the character details, which were great, Braun doesn’t have a lot to do here.
