The Rundown: A scientist unlocks the secret to granting superpowers and is willing to share it with the world, but not in the way people suspect.

The Department of Extra-Normal Operations is dispatched to Mexico to pick up someone special. Someone with unique powers and an interesting personality. Years later, government officials meet to discuss their history of trying to create people with powers and one of them reveals that someone has beaten them to it. Someone who is not American.

In South Korea, imprisoned scientist Choon-He Chung has a press conference where she reveals not only that she has discovered how to give people powers, but she has decided that she will only share those powers with one person from every country. A declaration that will trigger a new kind of arms race.

The Story: Millar crafts an entertaining and intriguing story in this first issue. I love the twists throughout and how the story reframes the concept of a global arms race. The story establishes some great antagonists as well and some compelling moral questions that immediately got my attention as a reader. The story is truly unique in several ways and the unique nature of its characters and intrigue make me excited to see where the goes next and what twists and turns it takes.

The Art: Frank Quietly delivers some beautifully detailed and brutal art throughout the issue. I love the visual style of the story and how immersive the imagery is.
