The Rundown: Batman must find a way to stop Scarecrow from crippling the city with fear while an even bigger threat looms beneath the city itself.

Saint’s mental state deteriorates as his schemes continue to crumble around him. With the loss of Peacekeeper X and the disapperance of Peacekeeper 1, Saint is losing the narrative that he and his Magistrate program can protect the city as Scarecrow recruits the confused Peacekeeper 1 for the next phase of his plan. At the same time, Batman and Miracle Molly return to the Unsanity Collectives abandoned base to find the machine that Scarecrow is after.

Molly tells Batman what she thinks Scarecrow is after and her fear is confirmed when the two are confronted by one of her brainwashed friends from the collective. Things get more intense beneath the city when Ivy is confronted by someone who knew her from Arkham and her benevolence is challenged by an invasion from above. An invasion that could put the entire city at risk.

The Story: James Tynion IV delivers a solid, tension filled story in this issue. Focusing the narrative on Saint’s descent and Ivy’s growing rage is interesting. While the story is solid, there is an issue I face with it. I like a lot of its elements, but it feels like half a story. The pacing of it makes it seem like filler and that it is dragging out the arc more than it should. Had the story focused on Batman’s realization about Scarecrow’s plan or even Scarecrow’s recruitment of Peacekeeper 1 more, it might have felt more engaging and relevant to the bigger arc.

The Art: Bengal and Jimenez deliver some solid art throughout the issue. The contrasting styles are fine on their own, but together they contribute to the disjointed nature of the story.
